José Ignacio de Mendiguren | President
José Ignacio de Mendiguren, born on August 23rd, 1950, is an industrialist, lawyer, and notary (University of Buenos Aires).
He was the first Minister of Production of the Nation in 2002. He served as a Director of the Bank of the Argentine Nation (1999–2002), national Congressman for the province of Buenos Aires (2013 and 2017), and President of the Industry Committee of the Honorable Chamber of Deputies of the Nation.
In the business union sector, he served as President of the Argentine Industrial Union (UIA) in the 2001–2003 and 2011–2013 periods and, in other periods, he served as Vice President, Secretary-General, and member of the Executive Committee and of the Board of Directors. Also, he held the office of President of the Argentine Industrial Clothing Chamber (CIAI), Vice President of the Buenos Aires Chapter of the International Society for Development (SID), President of the Mercosur Association of Clothing Manufacturers (AIVEM), and President of the Argentine Federation of the Textile and Clothing Industry (FAIA). He also chaired the Argentine delegation before the International Labour Organization (ILO) in 2001, 2011, and 2012.
He took part in the Business 20 forum of the G-20 in Korea, France, Mexico, and Russia.
In the private sector, he worked in the textile and footwear industries, and he stood out in the manufacturing of industrial fabrics, the creation of the Coniglio company, and his work with international brands licenses such as Nike, Wrangler, Guess, Calvin Klein, and Fiorucci.
He has served as President of the BICE since January 2020.
Miguel Gustavo Peirano | Vice President
Miguel Gustavo Peirano was born on October 1st, 1966. He studied at the Buenos Aires National School and holds a degree in Economics from the University of Buenos Aires (UBA).
During 2007, he served as Minister of Economy and Production of the Nation.
He held office as Secretary of Industry, SMEs, and Regional Economies of the Nation from 2005 to 2007.
He was President of the BICE in 2008 and 2009 and Vice President between 2004 and 2005.
Between 1991 and 2003 he worked at the Argentine Industrial Union (UIA), in the Economy Department.
He was also an advisor to several chambers of the productive sector and, in the private sector, he worked in the business sector and the consultancy field.
He has held the position of Director of the company San Miguel since May 2020 and has served as Vice President of the BICE since January 2020.
Carlos Ramón Brown | Director
Carlos Ramón Brown, born on August 29th, 1945, is a lawyer from the University of Buenos Aires (UBA), where he graduated in 1968.
He served as a Deputy of the Honorable Chamber of Deputies for the province of Buenos Aires for two periods (2001–2005 and 2011–2015), presiding on different occasions over the committees for Industry, Economy, and Regional Development, and Small and Medium-Sized Enterprises.
He also served as Minister of Production and Employment (1991–1997 and 1998–1999), and Secretary of Security (1997) of the province of Buenos Aires. Between 1987 and 1991 he was Mayor of the General San Martín district.
Besides, he held office as President of the Province Industrial Accidents Insurance Company (ART) and the Union of Labor Risk Insurance Companies between 2000 and 2001, among other positions.
He has served as Director of the BICE since January 2020.
Raquel Kismer | Director
Raquel Kismer holds a degree in Economics from the University of Buenos Aires (UBA) and a master's degree in Urban Economics from the Torcuato Di Tella University. She also holds a postgraduate degree in Investment Project Formulation and Evaluation from the ECLAC, in addition to having completed executive courses and programs at other academic institutions in Argentina and abroad.
Between 2007 and 2011, she served as Secretary of Municipal Affairs at the Ministry of the Interior. She also served as Second Vice President of Autopistas Urbanas SA (AUSA) from 2004 to 2007, and as Director of the Corporación Buenos Aires Sur SE from 2000 to 2003. She was elected Deputy of the Legislature of the City of Buenos Aires (1997–2000), where she chaired the Public Utilities Committee. Prior to that, she served as a City Councilor of the City of Buenos Aires between 1993 and 1997, during which time she presided over the Budget Committee.
She also held other offices within the Government of the City of Buenos Aires, including Secretary of Social Promotion (1995–1995), Secretary of Production and Utilities (1992), and Undersecretary of Industry and Trade (1989–1991). She also served as Standing Secretary of the Federal Council of Industrial Promotion (1989).
Within the academic field, she is a Senior Advisor at the National University of Tres de Febrero (UNTREF). In 2013, in her capacity as Director of the Institute of Administration, Government, and Economics of said university, she created the First Financial Risk-Rating Agency of the Public University "UNTREF ACR UP Reg CNV No. 1", where she served as Vice President until January 2020.
She has served as Director of the BICE since January 2020.
Fabián Musso | Director
Fabián Eduardo Musso, born on July 3rd, 1963, is a lawyer and court representative from the University of Buenos Aires (UBA).
Between 2013 and 2017, he served as Secretary of the Finance Committee of the Honorable Senate of the Province of Buenos Aires. He served as a Councilor in the General San Martín district (1997–2001). In addition, he was an advisor to the National Constitutional Convention and co-judge of the province of Buenos Aires (1994), among other positions.
In the private sector, he was a partner of several law firms, including García Labat Musso Righi, and Musso Carral y Asociados.
In the academic field, since 2000 he has served as a regular assistant professor of the Criminal Law and Criminology Department of the University of Buenos Aires, and before this, he was an interim assistant professor of "Elements of Criminal Law and Criminal Procedure," which subject was chaired by Dr. Esteban Righi.
He has served as Director of the BICE since January 2020.
Nicolás Scioli | Director
Nicolás Scioli, born on June 8th, 1974, holds a degree in Administration from the University of Belgrano (UB) and a postgraduate degree as an Expert in Financial Analysis from the same university. He also holds a master's degree in Communication Management in Organizations from the Austral University, and a master's degree in Online Marketing and Electronic Commerce from the University of Barcelona.
During 2017–2018, he served as a Regular Director of Grupo Financiero Valores (GFV) and, from 2015 to 2018, he held the same position at the Buenos Aires Stock Market (Merval). He also served as President of the Argentine Leasing Association for two consecutive periods (2012–2016).
Between 2011 and 2016, he was President of Provincia Leasing S.A. and Executive Vice President of the Banco Provincia Group, after having previously served as Regular Director of both institutions (2009-2011).
Since 2015 he has been a professor at the National University of La Matanza (UNLAM). He served as manager, together with CAME, ALA, and MERVAL, of the diploma program in “Management of SME Financing and Capital Markets.”
He has served as Director of the BICE since January 2020, where he also performed tasks both as advisor and officer from 2004 to 2007.
Gabriel Vienni | General Manager
Gabriel Vienni, born on December 23rd, 1978, holds a degree in Economics from the University of Buenos Aires (UBA).
Between 2017 and 2020, he served as Director of Technical Departments at the Argentine Industrial Union (UIA), after having headed the Department of Small and Medium Industries (PyMI), Regional Development and Transport (2016).
From 2014 to 2015, he was Chief of Cabinet of the Undersecretary of Institutional Coordination of the National Ministry of Agriculture, Livestock, and Fisheries. Previously, he held the positions of Inter-Management Coordinator and Assistant Manager at Nación Fideicomisos S.A (2012–2014).
He has served as General Manager of the BICE since January 2020.
